Okoy (or Ukoy) is a popular Filipino dish of crispy, deep-fried fritters made from a batter of glutinous or rice flour and water, mixed with vegetables and often small, unshelled shrimp. It is widely enjoyed as a snack, appetizer, or a main dish, often sold by street vendors.
